Remanufacturing inkjet and toner cartridges is not as simple as you might imagine. Consistent quality depends on several key factors, including solvent circulation, cleaning thoroughness, temperature control and parts replacement. All of these can affect the final outcome of a remanufactured cartridge.
Additionally, strict adherence and respect is given to IP (Intellectual Property) clearance which is practiced to avoid patent infringement.

New models with newly engineered cartridges are churned out on a regular basis by the manufacturers to try and keep ahead of the competition and remanufacturers. It takes awhile for those empty/used cartridges to pile up before it becomes cost-effective for remanufacturers to make them available to the end user. Don't get too excited about the low cost of that new model - the price for many are purposely set nice and low. The sticker shock comes when you need to replace the cartridges!
